External factors of the current state of the educational environment: Priority directions of development of the Kazakhstan education:

  • enhancement of system of the financing oriented on support of equal access to educational services;
  • increase of prestige of a profession of the teacher;
  • formation of state and public management system by education;
  • support of equal access of all participants of educational process to the best educational resources and technologies;
  • achievement of the high level of quality of the higher education which is meeting needs of a labor market, tasks of industrial and innovative development of the country, the personality and appropriate to the best world practices in the field of education;
  • support of functioning of system of training during all life;
  • formation at youth of the active civic stand, social responsibility, feeling of patriotism, high moral and leadership skills.

The main directions of changes in the market of educational services:

  • development of new funding mechanisms for the education directed on increase of accessibility of quality education;
  • education system support with highly qualified personnel;
  • gain of the state support and work incentives of pedagogical workers;
  • management enhancement in education, including implementation of the principles of corporate governance, formation of system of state-private partnership in education;
  • enhancement of a monitoring system of a development of education, including creation of national educational statistics taking into account the international requirements;
  • creation of conditions for implementation of automation of educational process;
  • development of infrastructure of training for economy branches;
  • staffing with the higher and postgraduate education, corresponding to needs of industrial and innovative development of the country;
  • integration support in the European zone of the higher education;
  • support of integration of education, science and production, creation of conditions for commercialization of products of intellectual property and technologies. Preparation of a highly qualified scientific and scientific and pedagogical personnel;
  • creation of conditions for training during all life, education for everybody;
  • implementation of a package of measures on patriotic education and formation of civil activity, social responsibility and the mechanism of disclosure of potential of youth.

Enhancement of the list of indexes of activities of educational institutions and their criteria in communication:

  • increase of an innovative component of education;
  • changes of economic policy in education;
  • integration of the Kazakhstan education in the European and world educational space,
  • accent transfer from an assessment of quality of conditions and process on estimation of efficiency and results of activities of educational institution,
  • increase in a role of employers in system of a quality assurance of education.

Shortcomings in the market of educational services:

  • insufficient financing of education;
  • low status of a profession of the teacher;
  • insufficient quality of preparation of pedagogical frames;
  • deficit of a highly qualified pedagogical personnel;
  • management in education is poorly developed;
  • the system is insufficiently developed is state – private partnership in education;
  • education informatization is poorly developed;
  • absence of integration of the maintenance of the general secondary and higher education;
  • unsatisfactory material basis of the organizations of education;
  • absence of balance between a sentence of an education system and demand of employers for qualification of graduates of colleges and higher education institutions;
  • absence of integration of the higher education, science and economy;
  • insufficient involvement of society in carried-out changes;
  • inadequacy of the content of training of specialists to labor market requirements;
  • quality lowering with a growth of mass character of the higher education.

The basic principles which will be implemented in case of a manual of higher education institution for the period till 2021

  • orderliness;
  • traditional character of the principles of training;
  • inertance;
  • aftereffect.

Internal factors of development of university

The total of all prior development is creation of the powerful educational, research and development, cultural potential allowing at the following stage to solve even more major problems.

On the base:

1. data on university activities: educational, scientific, innovative, preparation of scientific and pedagogical frames of the top skills, organization of research and development operation of students, educational and social operation, information and bibliographic support of educational activities, information communication technologies, staffing, strategic partnership;

2. the analysis of last, real and future situations, taking into account research of an external surrounding, it was carried out diagnostics of the strong and weaknesses of activities of university that was basis for strategy development.
