Program of organizational and personnel development

Implementation of the program is planned with attraction, both internal resources of the university, and external, at the expense of means of the republican budget and extrabudgetary funds from the activities of university which is bringing in the income.

Main activities of organizational development.

1 . Organizational culture: university subdividings, so-called “basic “cells”, shall possess such organizational culture in case of which the informal relations between principals and workers, and also between workers play large role, than the formal regulation of activities.

Purposes:

  • existence of the uniform values accepted by all workers or, at least, by the key employees, high level of adaptivity to external environment changes, absence of the destructive conflicts, respect for a manual, the most advanced possible stage of self-realization of workers in activities. The most common and effective tool of the power – authority, after it – belief.
  • desire of workers to follow the standard values in collective that a natural way creates sufficient motivation. In the subdividings possessing such culture, easily the value of professionalism, honesty, decency, respect for people is created and accepted by workers and – usually for this purpose it is enough other high moral principles that such qualities the unit manager possessed.

2. Approving of organizational and law structure of university, including creation of the project of organizational model where for each position the main zones of responsibility, systems of measurement of productivity of operation will be defined.

3. Guiding of a databank of staff on categories and being trained on forms of education and the preparation directions.

Purposes:

  • operational automated processing of personal data;
  • quick search of the subject of personal data.

Result: the quantitative and high-quality registration of personnel in speaker, their development (results of competitive selection and certification, professional development, professional retraining, a personnel reserve).

4 . Optimization of personnel document flow, including by means of continuation of implementation of programs of electronic document management.

Purpose:

  • acceleration of procedure of coordination of documents and their delivery to performers.

Result: labor productivity increase (growth of quality) reduction of expenses by expendables, high level of protection against unauthorized penetration.

Formation of personnel potential as the most important factor of successful development of university.

Basic condition of implementation of strategic tasks of university is its personnel development. It includes the following main directions:

  • implementation of mechanisms of the material and moral incentive of different categories of teachers; measures for attraction to teaching operation of skilled principals and specialists of the organizations and industrial enterprises; the organization of intra high school competitions and grants on educational, methodical and scientific operation for young teachers;
  • fixing of young teaching personnel to skilled professors and associate professors;
  • faculty up-dating at the expense of attraction of the best frames, first of all doctoral candidates according to the PhD program and undergraduates, including according to the Bolashak program;
  • the continuous professional development of the faculty and the employees, including training at advanced training courses, involvement in conferences, training in Kazakhstan and abroad;
  • professional development of the faculty of university through scientific training according to the Bolashak program;
  • higher demands will be made and to other categories of workers in connection with mastering of new information technologies and need of increase of the professional grade of operation. All main employees will be periodically trained at advanced training courses of university and the external organizations.

The main levels of preparation of scientific and scientific and pedagogical frames of the top skills in the Kazakhstan system of multi-level education integrated into world educational space, are magistracy and doctoral studies institutes according to the PhD program. For enhancement and upgrade of system of the continuous preparation of masters and doctoral candidates according to the PhD program on the principle of unity of the educational and research and development process providing detection, selection and development of talented scientific youth, the involvement of university in development and practical implementation of innovative educational programs of preparation of scientific frames is supposed, in the organization and which contents the innovative component which is based on effective joint educational, scientific and innovative activities of higher education institutions, research institutes, the enterprises of different forms of ownership dominates.
