STATE OBLIGATORY STANDARD OF EDUCATION

OF THE REPUBLIC OF KAZAKHSTAN

POSTGRADUATE EDUCATION. MAGISTRACY.

BASIC PROVISIONS

1 Scope

The present standard establishes requirements to the maintenance of educational programs of a magistracy, an educational trajectory of undergraduates, to structure and the content of education, an assessment of level of readiness of undergraduates and the academic degree.

The standard is harmonized with the international documents in the sphere of the higher education, recommendations of the programs “User’s Guide ECTS” (“ECTS Users’ Guide”), “Control of educational structures in the European higher education institutions” (“Tuning Educational Structures in Europe”).

Provisions of the standard are obligatory for application by higher educational institutions of the Republic of Kazakhstan (further – higher education institutions), carrying out preparation of masters irrespective of their form of ownership, departmental subordination and an organizational and legal form.

The standard also can be used by state bodies, accreditation bodies, the commissions on licensing and certification of higher education institutions, educational and methodical sections (councils) on specialties, employers and forms a basis for an assessment of quality of preparation of masters.

2 Standard links

There are used references in the present standard:

The law of the Republic of Kazakhstan of July 27, 2007 “About education”;

State obligatory standard of education  of the Republic of Kazakhstan 5.04.019-2011 “The higher education. Bachelor degree. Basic provisions”, approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of June 17, 2011 No. 261;

Rules the organizations of educational process on credit technology of the training, approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of April 20, 2011 No. 152;

Standard rules of carrying out the current control of progress, intermediate and total certification being trained in the higher educational institutions, approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of March 18, 2008 No. 125 (with changes and additions of March 16, 2011 No. 94).

3 Terms and definitions

In the present standard reductions, terms and definitions according to the Law of the Republic of Kazakhstan “About education” (2007), State obligatory standard of education of Republic of Kazakhstan 5.04.019-2011 “The higher education are applied. Bachelor degree. Basic provisions”, the Bologna declaration (1999) and other international documents in education, the European translation system and accumulation of the credits.

In addition to them in the present standard the following terms and definitions are established:

3.1 Undergraduate: The person which is training in a magistracy.

3.2 Magistracy: The professional training program of postgraduate education directed on preparation of scientific and pedagogical shots with award to the academic degree “master” on the corresponding specialty with standard term of training of 1-2 years.

3.3 Master thesis: The scientific work representing generalization of results of independent research by the undergraduate of one of actual problems of concrete specialty of the corresponding branch of science.

4 General provisions

 4.1 Educational programs of a magistracy are realized by the higher education institutions having the license for the right of conducting educational activity on the corresponding specialties of a magistracy, irrespective of departmental subordination and form of ownership.

4.2 Higher education institutions of the Republic of Kazakhstan carry out preparation of masters according to:

– the state obligatory standards of postgraduate education on specialties of the magistracy, developed on the basis of the present standard;

– Qualifier of specialties of the higher and postgraduate education of the Republic of Kazakhstan;

– working curricula, academic calendar;

– individual curricula of undergraduates;

– training programs on disciplines.

4.3  Preparation of scientific, pedagogical and administrative shots in a magistracy is carried out in two directions:

–  scientific and pedagogical with term of training of 2 years;

– profile with training term not less than 1 year.

(Term is established depending on previous level of preparation and existence pre-requisites).

4.4  The profile magistracy realizes professional training programs of postgraduate education on training (including administrative), top managers for branches of economy, medicine, the right, art, a services sector and the business, possessing profound vocational training.

4.5 The scientific and pedagogical magistracy realizes professional training programs of postgraduate education on preparation of scientific and pedagogical shots for system of the higher, postgraduate education and the scientific sphere, possessing profound scientific and pedagogical preparation.

4.6 Training in a magistracy is carried out only in an internal form.

4.7  To the persons which mastered educational programs of a magistracy and have publicly defended the master dissertation, the academic degree “master” is awarded.

4.8 Provisions of the present standard have the following purposes:

– providing a quality assurance of education at the expense of presentation of obligatory requirements to level of preparation of undergraduates and educational activity of higher education institutions;

– streamlining of the rights of subjects of educational activity;

– increase of objectivity and informational content of an assessment of preparation of undergraduates and quality of educational programs;

–  creation of conditions for the academic mobility of undergraduates;

– ensuring functioning of uniform educational space of Kazakhstan;

– ensuring recognition of documents of the Republic of Kazakhstan about award of the academic degree “master” in the international educational space and on the international labor market.

4.9 The state obligatory standards of formation of specialties of a magistracy have to correspond to provisions of the present standard and define set of requirements to structure, volume and the maintenance of educational programs of a magistracy, to standard terms of training and level of preparation of undergraduates.

The list of specialties of a magistracy of higher education institution has to correspond to the approved Qualifier of specialties of the higher and postgraduate education of the Republic of Kazakhstan.

Educational programs of specialties of a magistracy are developed by higher education institution independently according to the Dublin descriptors coordinated with the European frame of qualifications.

The Dublin descriptors representing the description of level and volume of knowledge, abilities, skills and the competences acquired by being trained upon completion of an educational program of each level (step) of the higher and postgraduate education, are based on results of the training, the created competences, and also total of credit (test) units of ECTS.

5 Requirements to structure and maintenance of educational programs of a magistracy

5.1 The structure of an educational program of a magistracy is formed of the different types of educational and scientific work defining the content of education, and reflects their ratio, measurement and the account.

5.2 The educational program of a magistracy contains:

– the theoretical training including studying of cycles of the basic and main subjects;

– professional practice (pedagogical, production, research);

– the research work including implementation of the master thesis, – for a scientific and pedagogical magistracy;

– the experimental and research work including implementation of the master thesis, – for a profile magistracy;

– intermediate and total certifications.

5.3 The accounting of labor input of all types of works is carried out on the volume of the mastered material and measured in the credits. Thus the accumulative credit system considering the credits, mastered on the previous education levels works.

On “entrance” the undergraduate has to have all pre-requisites, necessary for development of the appropriate professional training program of a magistracy. The list necessary пререквизитов is defined by a higher educational institution independently.

In the absence of necessary pre-requisites the undergraduate is allowed to master them on a paid basis. In this case training in a magistracy begins after full development by the undergraduate pre-requisites.

5.4  At the organization of educational process on credit technology of training the volume of each subject matter has to make an integer of the credits.  Thus the discipline is, as a rule, estimated not less than 3 credits.

It is allowed, as an exception, discipline estimation in 1 or 2 credits.

5.5  In all forms of curricula of a magistracy the uniform system of the coding of subject matters is used.

Each discipline has to carry one not repeating name. It has to accustom to one academic period at the end of which undergraduates hand over total control in the form of examination.

5.6 Educational programs of a magistracy are projected on the basis of modular system.

5.7  The cycle of the basic disciplines (BD) consists of disciplines of an obligatory component and a component for choice.

5.8 In a magistracy of the scientific and pedagogical direction the volume of disciplines of cycle DB makes 47% from the total amount of disciplines of the standard curriculum, from them 50% are taken away on disciplines of an obligatory component and 50% – on disciplines of a component for choice.

In a magistracy of the profile direction the volume of disciplines of cycle DB makes 50% (with term of training 1 year) and 35% (with term of training of 1,5 years) from the total amount of disciplines of the standard curriculum, from them 55,5% and 50% are respectively taken away on disciplines of an obligatory component and 44,5% and 50% respectively – on disciplines of a component for choice.

5.9  In a magistracy of the scientific and pedagogical direction the volume of a cycle of the main subjects (MS) makes 53% from the total amount of disciplines of the standard curriculum, from them 11% are taken away on disciplines of an obligatory component and 89% – on disciplines of a component for choice.

In a magistracy of the profile direction the volume of disciplines of cycle PD makes 50% (with term of training 1 year) and 64% (with term of training of 1,5 years) from the total amount of disciplines of the standard curriculum, from them 11% and 17% are respectively taken away on disciplines of an obligatory component and 89% and 83% respectively – on disciplines of a component for choice.

5.10  The list of disciplines of an obligatory component is defined by the standard curriculum.  Reduction of volume of disciplines of an obligatory component isn’t allowed.

5.11 The list of disciplines of a component for choice is defined by higher education institution independently. Expectations of employers and requirement of a labor market are thus considered.

5.12 The structure of an educational program of a magistracy also provides:

– practical preparation of undergraduates: different types practician, professional training and implementation of the master thesis;

– research (experimental and research) work of the undergraduate.

5.13 The maintenance of an educational program of a magistracy in the scientific and pedagogical direction are established according to table 1.

5.14 The maintenance of an educational program of a magistracy in the profile direction is established according to table 2.

5.15  The undergraduate who has ended a profile magistracy, is allowed to pedagogical activity after additional development of programs of a pedagogical profile.

5.16  The maintenance of an educational program of a pedagogical profile for the persons which have ended a profile magistracy, is established according to table 3.

5.17 Master programs on specialties in the field of information technologies provide training also in English. Thus the quantity of the credits allocated on studying of English (professional) increases.

6. Requirements to planning of the content of education

6.1  The organization of educational activity is carried out by means of planning of educational process and the content of education, a choice of ways of their carrying out.

6.2 The structure of the content of education is defined according to the established requirements to registration and measuring instruments of education: to curricula and programs, volume of an academic load, duration of the academic periods, types of the academic occupations, volume of a training material, etc.

6.3    The education program establishes requirements to the maintenance of educational programs of specialties and subject matters.

6.4 Planning and the organization of educational activity are carried out on the basis of curricula.

6.5  Curricula are subdivided on standard (The standard curriculum), individual (the individual curriculum) and workers (the working curriculum).

The standard curriculum are developed on concrete specialties of a magistracy on the basis of the state obligatory standards of education and approved by authorized body in the field of education.

In the standard curriculum labor input of each subject matter of an obligatory component and each type of educational activity (practice, scientific and research work of undergraduate), complex examination, writing and protection of the master thesis) in the credits is defined, and the component for choice on each cycle of subject matters is specified by total of the credits.

6.6 In addition to the standard curriculum annually the higher education institution develops the catalog of elective disciplines (CED) which represents the systematized annotated list of all disciplines of a component for choice.

6.7 On the basis of the standard curriculum and CED as an undergraduate by means of an edvayzer the individual curriculum are formed. The individual curriculum defines an individual educational trajectory of each undergraduate separately.

The individual curriculum join disciplines of an obligatory component from the standard curriculum and discipline of a component for choice from CED. The volume of each discipline of an obligatory component and total of the credits of a component for choice, mastered by the undergraduate, have to be not less than it is established by the state obligatory standard of education.

6.8 Working curriculum is developed for academic year on the basis of the standard curriculum of specialty and the individual curriculum of undergraduates and approved as the head of the organization of education on the basis of the solution of the Academic council.

The working curriculum forms a basis for drawing up lesson schedule and calculation of labor input of study of the teacher.

6.9 The form, structure, order of development and the statement of the individual curriculum and the working curriculum are defined by higher education institution independently.

6.10 The maintenance of all subject matters is defined by training programs. Training programs are subdivided on standard and силлабусы.

6.11 Standard training programs (STP) are developed on disciplines of an obligatory component and approved by authorized body in the field of education.

6.12 Sillabusa are developed on all disciplines of the curriculum and are approved by higher education institution independently. Thus development силлабусов on disciplines of an obligatory component is carried out on the basis of standard curriculum, and on disciplines of a component for choice – higher education institution independently.

6.13 The undergraduate is trained on the basis of the individual plan of work which is formed under the leadership of the research supervisor.

6.14 The individual plan of work of the undergraduate is formed for the entire period of training and includes the following sections:

– the individual curriculum (if necessary it can annually be specified);

– research / experimental and research  work (subject, research direction, terms and reporting form);

– practice (program, base, terms and reporting form);

– subject of the master thesis with justification and structure;

– plan of implementation of the master thesis;

–  plan of scientific publications, training.

6.15  Studies in a magistracy have to be carried out with use of innovative technologies and interactive methods of training.

6.16 When planning educational process the higher education institution is guided by norms of distribution of components of an educational program of a magistracy according to the Appendix 1 (for the scientific and pedagogical direction) and to Appendices 2 and 3 (for a profile magistracy).

7 Volume of an academic load of undergraduates

7.1 The volume of an academic load of the undergraduate is measured in the credits mastered by it within academic year on each subject matter.

7.2 Planning of an academic load of professorial and teaching structure is carried out in the class periods representing time of contact work of the teacher with the undergraduate on the schedule on classroom studies or on separately approved schedule for other types of study.

One class period of classroom work is equal to 50 minutes. The exception is made by studio and laboratory researches where the class period is equal to respectively 75 minutes – for studio occupations or to 100 minutes – for laboratory researches.

One class period of all types of practice, research work and total certification of undergraduates is equal to 50 minutes.

7.3 When planning volume of study recognize that one credit it is equal to 15 class periods:

– classroom work of the undergraduate throughout the academic period in the form of a semester;

– works of the undergraduate with the teacher in the period of professional the practician;

– works of the undergraduate with the teacher in the period of research / experimental and research  works of the undergraduate;

– works of the undergraduate on writing and protection of the master thesis;

– works of the undergraduate on preparation and delivery of complex examination.

7.4 The academic load of undergraduates is defined by duration of class period and volume of class periods (contact hours for 50 minutes), accompanying class periods for different types of study.

7.5 One class period of classroom work can be equal to 50, 75 or 100 minutes. Class periods of classroom work of the undergraduate are supplemented with the corresponding number of hours of independent work of the undergraduate in such a way that on one credit the total academic load of the undergraduate in a week throughout the academic period in the form of a semester is equal to 4 and 5 hours, respectively, in profile and in a scientific and pedagogical magistracy.

7.6 Each class period of practice is accompanied by the corresponding number of hours (for 50 min.) additional work of the undergraduate: 1 hour – for student teaching, 4 hours – for work practice and 7 hours – for research practice.

7.7 Each class period of research (experimental and research) work of the undergraduate, including implementation of the master thesis, is accompanied 7 for hours of independent work of the undergraduate.

7.8 Each class period of total certification of the undergraduate represents one hour (50 minutes) contact work of the undergraduate with the teacher of writing and protection of the master thesis or work of the undergraduate with the teacher of preparation and delivery of complex examination. Each class period of total certification of the undergraduate is accompanied 6 for hours of independent work of the undergraduate.

7.9 At credit technology of training the volume of the independent work performed by undergraduates which is subdivided into two look – for independent work of the undergraduate under the leadership of the teacher and on that part which is carried out by undergraduates completely independently increases.

7.10 Independent work of the undergraduate under the leadership of the teacher is an out-of-class type of work of the undergraduate which is performed by it in contact with the teacher of the separate schedule which isn’t included into the general schedule of studies.

7.11 The ratio between independent work of the undergraduate on the teacher and independent work the undergraduate in a total amount of independent work decides by higher education institution independently.

7.12 In aggregate contact business hours of the undergraduate with the teacher during lectures and practical (seminar) training are accompanied 3 and 4 for hours of independent work of the undergraduate, respectively, in profile and in a scientific and pedagogical magistracy.

7.13 For such types of study as studio and laboratory researches, research / experimental and research work of the undergraduate, total certification, need of planning of independent work of the undergraduate with the teacher and her volume are established by higher education institution independently (for example, for control of a course of implementation of the master thesis).

7.14 Academic year consists of the academic periods, the period of intermediate certification / total control, the practician, vacation, research / experimental and research works of the undergraduate and on a final year – total certification.

7.15 The academic period depending on its form has duration of 15 weeks for a semester, 10 weeks for a trimester and 8 weeks for a quarter.

7.16  Duration of intermediate certification after each academic period makes not less than 2 weeks.

7.17 During intermediate certification total control on all studied disciplines and taking into account estimates of the current progress (an arithmetic average of estimates current is carried out and boundary control) total estimates on disciplines are removed.

In a total assessment on discipline the share of an assessment of the current progress has to make not less than 60%, and a share of an assessment of total control – not less than 30%.

7.18 Vacation is provided to undergraduates after each academic period, thus duration of vacation time in academic year has to make not less than 7 weeks.

7.19  Practice of undergraduates is carried out according to the approved academic calendar and the individual plan of work of the undergraduate in the volume established by the corresponding state obligatory standard of postgraduate education in the specialty.

7.20  Duration the practician is defined in weeks proceeding from a standard time of work of the undergraduate in practice within a week, to equal 30 hours (6 hours a day at 5-day working week).  For calculation of number of weeks practice volume in the credits is multiplied by labor input of the corresponding type of practice in contact hours and shares on period of operation of the undergraduate in practice within a week, that is at 30 o’clock.

Labor input of 1 credit of practice makes 30 hours (for 50 min.) for student teaching, 75 hours (for 50 min.) for work practice and 120 hours (for 50 min.) for research practice. Practice duration on 1 credit in weeks makes: 1 week – for student teaching, 2,5 weeks – for work practice and 4 weeks – for research practice.

7.21  Planning of total certification of undergraduates and scientific and research work of the undergraduate, experimental and research work of the undergraduate in weeks is defined proceeding from a standard time of work of undergraduates within a week, to equal 54 hours (9 hours a day, including independent work of the undergraduate, at 6-day working week).

To one credit of scientific and research work of the undergraduate, experimental and research work of the undergraduate there correspond 120 (15х8) business hours of the undergraduate, i.e. 2,2 weeks.

To one credit of total certification corresponds 105 (15х7) hours, that is 2 weeks. From them 15 contact business hours of the undergraduate with the teacher and 90 hours of independent work of the undergraduate.

On preparation and delivery of complex examination 1 credit, i.e. is taken away 2 weeks.

On writing and protection of the master thesis 3 credits, i.e. respectively 6 weeks are taken away.   Thus 3 credits include registration and protection of the master thesis.

Process of implementation of the master thesis is carried out beforehand during research (experimental and research) work of the undergraduate.

7.22 Introduction of a summer semester except for a final year up to 6 weeks for satisfaction of requirements for additional training, elimination of the academic debt or a difference in curricula, development of the credits in other higher education institutions with their obligatory reoffset in the higher education institution is allowed.

7.23 The main criterion of completeness of educational process on preparation of masters is development by the undergraduate:

by scientific and pedagogical preparation – not less than 51 credits, from them not less than 34 credits of the theoretical training, not less than 6 credits of the practice, not less than 7 credits of research work;

by profile preparation – not less than 26 credits (with term of training 1 year) and not less than 38 credits (with term of training of 1,5 years), from them respectively not less than 18 and 28 credits of the theoretical training, not less than 2 and 3 credits of the practice, not less than 2 and 3 credits of experimental and research work.

In case of early development of an educational program of a magistracy and implementation of the requirements provided to it, to the undergraduate the academic degree “master” irrespective of training term is awarded.

7.24 The master who has ended a profile magistracy, can be engaged in scientific and pedagogical activity only in case of development by him of a cycle of disciplines of a pedagogical profile and passing of student teaching. This cycle of disciplines and student teaching accustom during the additional academic period at the end of which to it the corresponding standard certificate to the main diploma is issued.

7.25   To the undergraduate who has mastered a full theoretical course on an educational program of a magistracy, but not defended in due time the master dissertation, training term in a magistracy on a paid basis lasts.

7.26 To the undergraduate who has mastered a full course of theoretical training of an educational program of a magistracy, but not executed research to a component, opportunity repeatedly to master the credits research components and to defend the dissertation next academic year on a paid basis is given.

 8 Requirements to the educational environment of a magistracy

8.1  The higher education institution will organize educational process in a magistracy according to the obtained license and has to observe the qualification demands made to educational activity at licensing.

8.2 The higher education institution provides educational activity by the corresponding material base, the qualified faculty, a library stock, access to the Internet and to other information resources, a hostel for nonresident undergraduates.

8.3 Requirements to material support:

The higher education institution realizing educational programs of a magistracy, has to have material base (classroom fund, computer classes, laboratories, instrument providing, share materials), meeting operating sanitary standards and providing carrying out all types of the theoretical and practical preparation provided by the curriculum, and also effective implementation of research and experimental and research work of the undergraduate.

8.4 Requirements to educational methodically providing:

Educational and methodical and information support of educational process has to guarantee possibility of high-quality development by undergraduates of an educational program of a magistracy.

Realization of an educational program has to be provided with a free access to the international information networks, electronic databases, to library stocks, computer technologies, educational and methodical and scientific literature.

8.5 Requirements to the organization practician:

The educational program of a scientific and pedagogical magistracy includes two look the practician:

– pedagogical – to the education organization;

– the research – in a place of implementation of the thesis.

Student teaching is carried out for the purpose of formation of practical skills and a teaching technique.

Student teaching can be carried out to the period of theoretical training without a separation from educational process.

Research practice of the undergraduate is carried out for the purpose of acquaintance with the latest theoretical, methodological and technological developments of domestic and foreign science, with modern methods of scientific researches, processing and interpretation of experimental data.

The educational program of a profile magistracy has to include work practice.

Work practice of the undergraduate is carried out for the purpose of fixing of the theoretical knowledge received in the course of training, acquisition of practical skills, competences and experience of professional activity on trained specialty, and also development of the best practices.

The contents research/production the practician is defined by a subject of dissertation research.

All types the practician are realized according to the individual curriculum in the terms determined by the academic calendar and the individual plan of work of the undergraduate.

The individual plan of work of the undergraduate provides obligatory passing of foreign scientific training.

8.6 Requirements to research work of the undergraduate:

Research work in a scientific and pedagogical magistracy has to:

– to correspond to the main perspective of specialty on which the master dissertation is defended;

– to be actual, to contain scientific novelty and the practical importance;

– to be based on modern theoretical, methodical and technological achievements of science and practice;

– to be carried out with use of modern methods of scientific researches;

– to contain research (methodical, practical) sections on the basic protected provisions;

– to be based on the best international practices in the corresponding area of knowledge.

8.7 Requirements to experimental and research work of the undergraduate:

Experimental and research work in a profile magistracy has to:

– to correspond to the main perspective of specialty on which the master’s thesis is protected;

– to be based on modern achievements of science, equipment and production and to contain concrete practical recommendations, independent solutions of administrative tasks;

– to be carried out with application of the advanced information technologies;

– to contain experimental and research (methodical, practical) sections on the basic protected provisions.

8.8  Results research or experimental research work at the end of every period of their passing are made out by the undergraduate in the form of the report.

8.9  Final result of research or experimental and research work of the undergraduate is the master thesis.

8.10  The main results of the master thesis have to be presented not less than in one publication and/or one performance at scientific and practical conference.

8.11 Requirements to the contents and registration of the master thesis, their preparation and protection are defined by regulations of authorized body in the field of education.

8.12  The master thesis surely has to pass check about plagiarism.

8.13 Requirements to staffing of higher education institution are defined by the qualification demands made to educational activity at licensing.

8.14 Within two months after transfer to each undergraduate for the management of the master thesis the research supervisor is appointed.

The research supervisor and subject of research of the undergraduate on the basis of the solution of the Academic council are approved by the order of the rector of higher education institution.

The research supervisor of the undergraduate has to have a scientific degree and actively be engaged in scientific researches in this branch of science (in the specialty training of the undergraduate).  If necessary scientific consultants for allied industries of sciences can be appointed.

8.15 The higher education institution renders assistance to the undergraduate in the publication of results of research.

9 Requirements to results of training and level of preparation of graduates

9.1 Results of training are expressed through competences and 2 levels of training (magistracy) are projected on the basis of the Dublin descriptors and correspond to acquisition by the graduate of a magistracy of the following abilities and skills:

  • to show developing knowledge and the understanding, received at the level of higher education which are a basis or opportunity for original development or application of ideas, it is frequent in a context of scientific researches;
  • to apply knowledge, understanding and ability to solve problems in new or unfamiliar situations in contexts and a framework of wider (or interdisciplinary) the areas connected with studied area;
  • to integrate knowledge, to cope with difficulties and to take out judgments on the basis of incomplete or limited information taking into account ethical and social responsibility for applications of these judgments and knowledge;
  • accurately and clearly to tell the conclusions and knowledge and their justification to experts and nonspecialists;
  • to continue training it is independent.

9.2  Requirements to key competences of graduates of a profile magistracy:

  • about current trends in development of scientific knowledge;
  • about actual methodological and philosophical problems natural (social, humanitarian, economic) sciences;
  • about contradictions and social and economic consequences of processes of globalization;
  • about a current state of the economic, political, legal, cultural and technological environment of world business partnership;
  • about the organization of strategic business management, innovative management, leadership theories;
  • about the main financial and economic problems of functioning of the enterprises.

to know:

  • methodology of scientific knowledge;
  • main driving forces of change of structure of economy;
  • features and rules of investment cooperation;
  • not less than one foreign language at the professional level, allowing to conduct scientific researches and practical activities.

to be able to:

  • to apply scientific methods of knowledge of professional activity;
  • critically to analyze existing concepts, theories and approaches to studying of processes and the phenomena;
  • to integrate the knowledge received within different disciplines, to use them for the solution of analytical and administrative tasks in new unfamiliar conditions;
  • to carry out the microeconomic analysis of economic activity of the enterprise and to use its results in business management;
  • to put into practice new approaches to the marketing and management organization;
  • to make decisions in difficult and non-standard situations in the field of the organization and management of economic activity of the enterprise (firm);
  • to put into practice standards of the legislation of the Republic of Kazakhstan in the field of regulation of the economic relations;

  • to carry out information and analytical and information and bibliographic work with attraction of modern information technologies;
  • to generalize results of experimental and research and analytical work in the form of the thesis, articles, the report, an analytical note, etc.

  • researches of problems in the field of management and marketing and to use the received results for improvement of methods of management by the enterprise;

  • expansion and the increasing knowledge, necessary for daily professional activity and education continuation in doctoral studies;

  • critically to analyze existing concepts, theories and approaches to the analysis of processes and the phenomena;
  • to integrate the knowledge received within different disciplines for the solution of research tasks in new unfamiliar conditions;
  • by integration of knowledge to take out judgments and to make decisions on the basis of incomplete or limited information;
  • to apply knowledge of pedagogics and psychology of the higher school in the pedagogical activity;
  • to apply interactive methods of training;
  • to carry out information and analytical and information and bibliographic work with attraction of modern information technologies;

  • to be fluent in a foreign language at the professional level, allowing to conduct scientific researches and to carry out teaching of special disciplines in higher education institutions;

  • in implementation of scientific projects and researches in professional area;
  • in ways of ensuring continuous updating of knowledge, expansions of professional skills and abilities.

9.4 Special competences are developed separately for each specialty of a magistracy taking into account requirements of employers and social inquiry of society.

9.5 Total certification of undergraduates – a form of the state control of educational achievements of the undergraduate, directed on determination of compliance of the knowledge received by it, abilities, skills and competences to requirements of the state obligatory standards of education for specialties of a magistracy.

9.6 Total certification of undergraduates is carried out to the terms provided by the academic calendar and working curricula of specialties in the form of complex examination and protection of the master thesis.

9.7  Complex examination and protection of the thesis are carried out by the State Certifying Commission (SCC).

9.8  The chairman of SCC is approved by authorized body in the field of education in accordance with the established procedure.

9.9 Complex examination is carried out no later than in 1 month prior to protection of the thesis. Complex examination in the specialty includes disciplines of cycles of the basic and main subjects of an educational program of a magistracy.

9.10 Procedure of protection of the master thesis is defined by higher education institution independently according to Standard rules of carrying out the current control of progress, intermediate and total certification being trained in higher educational institutions.

9.11 To the persons which have finished training on an educational program of a magistracy, the academic degree of “master” on the corresponding specialty is awarded and the diploma of the state sample with the appendix (transcript) is issued.
