The educational institution’s strategic vision, the priorities of the university

Strategic vision

Creation and debugging of such educational infrastructure which would set vectors of innovative development, preparing people for future economy;  reacted to changes of a labor market and at the same time  solved the problems connected to transmission of cultural and social norms and standards of public life.

  1. Support of preparation of the highly qualified graduate — competitive on a labor market, competent, responsible, masterfully using in the profession, oriented in the adjacent spheres of activity, capable of effective operation at the level of the state standards, ready to the continuous professional growth, social and professional mobility.
  2. Implementation of system of a quality assurance of education. System implementation of market researches. Development of effective management. State standards, ready to the continuous professional growth, social and professional mobility.
  3. Increase of research and development activity. Carrying out basic and applied scientific researches, execution of research and development operations, involvement in competitions on judgment of grants, the inference of contracts, etc.
  4. Development of innovative activities, generation of innovative ideas at regional and republican level
  5. Support of a steady rating of university among educational institutions of Kazakhstan. Improving of image and increase of recognition of university.
  6. The organization of educational processes, scientific search and the welfare environment in the Karaganda region, formation by the leading scientific, educational and cultural center of the city of Temirtau.

Priorities of development of university

We will develop scientifically — educational activities for the following directions:

  • support of every possible upgrade and balance to higher education (adequacy, diversity, flexibility, mobility, profitability, new contents, design of new educational structures);
  • continuation of implementation of the continuous multilayer system of preparation of the qualified scientific and technical frames taking into account tendencies of an educational policy of the state;
  • increase of a role of pedagogical and psychological support
  • in achievement of efficiency and quality of the higher education;
  • creation and mastering of the new pedagogical technologies based on concepts and the principles of system simulation, innovative methods of training;
  • enhancement of system of an assessment of educational activities;
  • orientation to search, design and mastering of new scientific and technical decisions, pedagogical technologies, models of preparation of the graduates based on real implementation of all cycle of innovative process — from an intention before implementation of development at customers;
  • formation of professional and creative competence of training which most provide competitiveness and self-affirmation of future graduate;
  • effective development and the most full use of scientific and educational and innovative capacity of university in the conditions of market economy, and also the world market of educational services with its being hardened competition;
  • priority development of the basic researches defining the person of university, and also to applied sciences in which the university has long recognized traditions and achievements.
  • recognition of high intellectual potential of students, its mandatory involvement in scientific researches and development without discounts for age, insufficiency of knowledge and experience.
  • orientation to the highest quality level of education reached in a pattern, and to the highest norms and requirements of financial, material, intellectual and information support of functioning of educational system counting on one trainee.
  • creation of conditions for financial and economic independence and economic mobility, attraction of investments and extension of sources of financing of the current activities of university.

We will develop social policy and social infrastructure of university in the directions:

  • creation of conditions for self-realization of the identity of our teachers, employees, undergraduates, doctoral candidates according to the PhD program and students in the present and the future as leading factor and end result of success in any field of activity;
  • creation of social policy on a principle of equality to exclude equalization in distribution of the social benefits and to adhere effective system of monetary and not monetary stimulation;
  • the direction of social policy on creation of stable informal relations, if necessary — on a team formation, on collectivism and leadership solidifying in subdividings of university and educational student’s groups;
  • effective interaction of administration and all structures of university, absence of a formalism and bureaucracy;
  • to aim at development of the material resources, implementation of social policy, including, vacation spots and off-duty communication of workers, undergraduates and students.

We will rely on the following criteria and indexes of increase of competitiveness of professional education:

  • reduction of number of graduates of the higher education institution which hasn’t got a job during 1 year after the end of study, at the expense of increase in quantity of youth joined in the vigorous labor activity;
  • increase in number of the people getting an additional (postgraduate) education, participating in retraining and professional development programs.

We will evaluate integration in the European educational space, increase of mobility of professional education, growth of an export potential of education on the following signs:

  • passing by university of institutional and international accreditation and the quality management system implementation on the basis of the state and international standards;
  • growth of the academic mobility of students, academic and administrative personnel;
  • growth of export of educational services (increase in number of citizens of other states which are training in higher education institution) etc.

    We shall solve the main problems in respect of university positioning by criteria:

  • compliance of strategy of development of university to tasks of the State program of a development of education of the Republic of Kazakhstan for 2011-2020;
  • compliance of strategy of development of university to tasks of the State program on the development of the Republic of Kazakhstan forced industrial innovatively for 2010-2014;
  • compliance of strategy of development of university to tasks of strategic development of the region and city of Temirtau;
  • attractiveness creation for the industrial enterprises and banking institutions, the faculty, undergraduates and students (real and future);
  • creation of a brand of university and its advance in the market — one of components is provision to potential entrants and their parents of the detailed information about university activities;
  • creation of conditions for self-realization of the identity of teachers, employees, undergraduates, doctoral candidates according to the PhD program and students in the present and the future as leading factor and end result of success in any field of activity, understanding as success activities in a consent with the valuable orientations;
  • increase of level of educational information, its quality, transparency and accessibility to all stakeholders.

We expect social and economic effects from strategy implementation:

  • increase of efficiency of use of the budgetary and extrabudgetary funds, at the expense of creation of effective system of support of quality of educational services;
  • development of financing of university, using any sources of resources resolved by the law, including, paid educational services, commercialization of results of research and development operations, etc.;
  • growth of non-state financing of educational programs;
  • preventing of outflow of perspective scientific and pedagogical frames;
  • increase of efficiency of use of personnel, material and financial resources.
