The main objectives of development of basic and applied researches of university for the period to 2015 is creation of the balanced and steadily developing sector of researches and the development providing expanded reproduction of knowledge, competitive in the Kazakhstan and world market.

According to the list of the priority directions of development of science, technologies and techniques of the Republic of Kazakhstan and taking into account the created structures of leading schools of sciences, the main directions of basic scientific researches of university are:

• metallurgy;
• machine engineering;
• nanotechnology;
• chemical technology;
• engineering technologies.

By the main expected results and target indicators of implementation of strategy of intensification of basic and applied scientific researches it is planned the following:

1. increase in number of publications in leading Kazakhstan and world scientific logs by results of basic and applied researches;
2. extension of the international scientific contacts, especially regarding involvement and the organization of carrying out joint surveys, including, within the international scientific programs and grants;
3. increase in financing of basic and applied researches at the expense of attraction of the funds allocated on departmental programs, in particular, on programs of the Ministry of Education and Science of Republic of Kazakhstan, the Ministry of the industry and new technologies, and as means of the enterprises of the region and republic.

Priority development of basic and applied scientific researches on the basis of laboratory of an engineering profile “Laboratory of Electronic Microscopy and Nanotechnology” is planned in the following directions:

1. Scientific bases of receiving nanostructural materials by intensive plastic deformation.
2. Physics – chemical bases of creation of essentially new alloys on the basis of the metals made in Kazakhstan.
3. Scientific bases of the modern metallurgical processes for creation of competitive technologies.
4. The modern approaches to processing of technogenic waste of metallurgical production, coal preparation factories and coal mines.

By the main expected results and target indicators of implementation of strategy of intensification of basic and applied scientific researches on the basis of laboratory of an engineering profile are planned the following:

1. creation of objects in the form of technologies ready to implementation or elements of the technologies developed as a result of basic and applied researches;
2. intensification of applied scientific researches on all chairs of university, reduction of gaps and non-uniformity at rates of development of scientific operation.
3.  further extension of partnership with the leading industrial enterprises of the city, area, the republic in the sphere of development of a sector of applied researches;
4.  increase in volumes of off-budget financing of applied researches and technological development by request of the industrial enterprises in case of the solution of tasks of technological upgrade and enhancement of technical and economic parameters of production.

As accompanying results of implementation of strategy in the sphere of development of basic and applied researches of university development of scientific and technical publishing and carrying out scientific and technical actions of republican and international level is expected. Development and enhancement of economic and administrative mechanisms of stimulation of operation and fixing of young scientific frames, increased assistance to chairs in issuing of monographs, textbooks, manuals is planned.

Principles of a domestic innovative policy

1. the continuous development of innovative capacity of university, for implementation of innovations;

2. complex implementation of innovations in case of which all types of innovations are tightly connected and advance each other;

3. reorganization of the structural subdividing which is responsible for formation and implementation of an innovative policy;

4. staff mobilization, maximum use financial,

5. the material and intellectual resources for innovation implementation;

6. the material, moral and social incentive of innovative activity;

7. the account of risk.

As the main objective we see development of the innovative structures promoting development of higher education institution, such as: school of professional creativity; school of managers — leaders; business club; business — an incubator; scientific and production association of students; science and technology park; educational and scientific polygraphic complex, etc.
